 Out-Of-School Youth Workforce Program

“Guiding Young Adults Through HIRE Education”

 

Program Objectives

v      To provide a comprehensive skills preparation program that meets the particpant’s needs in reaching his or her desired long-term and short-term goals- ultimately contribting to the betterment and growth of the community

 

What is the Out-of-School Youth (OSY) Workforce Program?

It is a youth services program established within the Youth Development Center designed for out-of-school youth in Winchester City, Frederick County, and Clarke County.  This program is a component of the Workforce Investment Act (WIA), providing expanded career development programs and services in the areas of employment and training for youth in our community.

 

How Do We Help?

The OSY Workforce Program provides the following educationa nd employment services to youth ages 14-21:

v      Assessment to determine skills, interests, and abilities

v      Development of an individual service strategy to identify long-term and short-term career goals

v      Placement Assistance and follow-up

v      Preparation for postsecondary educational opportunities

v      Linkages between academic and occupational learning

 

Who Should Apply?

The Youth Workforce Program is offered to young adults between the ages of 14-21 who both WANT and NEED to make a positive change in their lives, but need help in finding the RIGHT opportunities to make it happen.

The program is designed to support those young adults and guide them in making the right decisions and choices as it relates to their educational and occupational needs.

 

Eligibility Requirements Are:

v      Economically disadvantaged according to federal guidelines

AND HAVE ONE OR MORE OF THE FOLLOWING BARRIER CATEGORIES SUCH AS:

v      Youth with Disabilities (IEP for example)

v      School Dropout

v      Homeless, Runaway, or Foster Child

v      Pregnant or Parenting

v      Offender

v      Basic Skills Deficient

v      Officially released from compulsory education (does not include long term suspension)

 

How Do I Apply?

To begin the application and enrollment process, you will need to schedule a meeting with the Workforce Program Coordinator to review the eligibility requirements and overview of the program.

To determine eligibility, please bring the following documents to the initial meeting:

 v      Birth Certificate

 v      Sate ID/School ID or Driver’s License

 v      Statement of family income (current pay stub)

 v      Selective service verification (males over 18 years)

 v      Proof of county/city residency

   **Parent(s) or guardian(s) must attend with a youth under the age of 

     18 for the initial meeting.

 

 

Fees

There are no costs incurred by the community or youth participating in this program. This program is funded through Workforce Investment Board- Office on Youth.

In-School Summer/Year Round Workforce Program and

Student Success Mentorship Program

 

Program Objectives

v      To provide an individualized, comprehensive work-readiness and life skills  program to meet the needs of youth who need additional assistance in achieving their personal and professional goals.

 

v      To mentor and guide youth by providing the resources, tools and support systems necessary to ensure success during and after high school.

 

v      To provide educational and employment opportunities for youth that will lead to their future growth and success as contributing members of our community

 

Eligibility Requirements

In School Youth Program: Summer and year-round programs:

v      Youth ages 14-24 residing in Winchester City, Frederick or Clarke County

v      Meets economically disadvantaged guidelines established by state.

v      Educational or employment barriers such as:

                        §         Homeless

§         Foster child

§         Parenting

§         Basic skills deficient

§         Offender

   

Student Success Mentorship Program:

      v  Middle or high school students residing in Winchester Frederick or            Clarke County.

v      Referred by a professional in the educational, social services or judicial sector.

v      Can either be enrolled in school OR released from compulsory education.

v      Interview with family team members (including Student Success coordinator).

 

Services

v      Assessment to determine skills, interests and abilities.

v      Provide alternative learning programs for student facing long-term suspension or release from compulsory education.

v      Preparation for postsecondary educational opportunities.

v      Linkages between academic and occupational learning.

v      Life skills awareness and education

v      Professional development and career counseling.

v      Development of a Student Success Plan– a  personalized plan to identify long-term and short-term goals listing strategies and benchmarks to achieve success.

v      Job search and placement assistance

 

Fees

Student Success Mentorship Program:

            Program costs are determined by the individual case.  Fees are

            incurred by either the parents/guardians or social services through

            the Comprehensive Services Act (CSA). Program fees are

            determined based upon actual program requirements and set hours

            assigned to youth to meet his or her educational and employment

            goals. 

 In School Youth Program:      

There are no costs incurred by the community, youth or the employers participating in this program. The program is funded through grants awarded by the Workforce Investment Board- Office on Youth and the American Recovery Reinvestment Act (ARRA).
